Role:
Has responsibility for the administrative and operational direction of the care and treatment of patients served by Chapters Palliative Care. S/he will provide leadership and direction for maintaining quality of care for patients and families, and for the growth and development of the program. S/he will plan, organize, direct, evaluate, and improve administrative and clinical operations for the palliative care program. S/he serves as a liaison between the program and community partners and facilities, and internal corporate contacts. The program director is responsible for managing the fiscal, administrative, and patient care activities of the program to ensure efficient operations and optimal quality of care. S/he must be able to demonstrate effective interpersonal skills and an understanding of the interdependent roles of staff and various allied health professions.

Qualifications:
  • Clinical degree from an accredited professional school or Masters Degree in Business or Health Care Administration; substantial high level, related work experience may be substituted.
  • Capacity for mature business decisions and judgments
  • Three years of clinical experience with knowledge and experience in palliative medical practice and symptom management preferred
  • Public speaking and presentation skills
  • Valid Florida driver's license and automobile insurance as per Company policy
  • Experience providing education to providers and organizations
  • Minimum of 3 years management/leadership experience
  • Knowledge of quality assurance/performance improvement practices

Job Specific Responsibilities:
  • Directs, plans and organizes all functions and activities related to the development and/or maintenance of palliative care services
  • Interacts closely with administration to develop goals and provide ongoing assessment to achieve objectives.
  • Oversees preparation of Joint Commission Palliative Care Certification of programs as applicable
  • Identifies, develops, and maintains necessary policies and procedures for the palliative care program
  • Develops and implements approved strategic plan for growth and expansion of Chapters Palliative Care
  • Collaborate with contracted organizations (e.g., hospitals, NHs, etc) to develop appropriate palliative care policies as related to Chapters Health services and providers
  • Participates in the development and review of clinical / therapeutic protocols
  • Ensures staff competency through the development and maintenance of structured education and competency programs for palliative care staff
  • Provides administrative supervision for all palliative care staff
  • Develops appropriate on-call schedule and coverage plans as needed, in collaboration with palliative care Medical Director and program staff
  • Schedules staff and adjusts schedule according to need
  • Completes initial (90 day) and annual performance evaluations for staff directly under his/her supervision
  • Monitors provider specific and setting-specific contractual obligations between Chapters Palliative Care and other healthcare facilities while ensuring required minimum administrative obligation fulfilled
  • Develops, maintains, and communicates regular reports for contracted organizations demonstrating overall value of palliative care services, including quality outcomes and cost avoidance
  • Identifies opportunities for staff performance improvement, conduct appropriate evaluation, and assist in identifying a performance improvement plan with staff member as needed
  • Ensures optimal communication to staff members, through direct communication and through team meetings
  • Schedules and facilitates regular administrative and clinical staff meetings for palliative care program
  • Develops, implements, and monitors effective and compliant billing process for palliative care
  • Develops, monitors, and ensures compliance with clinical documentation standards and expectations
  • Fields and addresses opportunities for improvements from patients, caregivers, or providers regarding any aspect of palliative care services
  • Develops and monitors operational and capital budgets
  • Monitors budget variances and complete action plans as needed for variances to ensure budget compliance
  • Identifies, analyzes, and monitors quality assessment and performance improvement metrics, with the goal of continuous improvement
  • Collaborates with internal and external personnel for the purpose of implementing and/or maintaining services and programs.
  • Participates in outreach to community agencies and healthcare settings as appropriate, including community health programs, facilities, and other agencies
  • Collaborates with other departments to secure philanthropic and research support for palliative care, including identification of research opportunities and philanthropic opportunities
  • Works directly with contracted organizations (e.g., hospitals, clinics, ALFs, NHs) to implement, deliver, and maintain quality palliative care services
    • Collaborates with external organizations and internal stakeholders to define and approach healthcare settings suitable for palliative care service implementation
    • Facilitates initial proposal and contracting with individual facilities or settings
    • Assists clinical staff in coordinating and delivering initial education efforts for new regional networks/facilities
    • Coordinates development and implementation of marketing for palliative care services
  • Collaborates with other departments in gathering and evaluating patient satisfaction, provider and organization satisfaction feedback.
  • Ensures staff are provided an adequate environment for services provided
  • Ensure compliance with regulatory and governing agencies
  • Represents Chapters Healthcare at appropriate local, state, and national forums.
  • Other duties as requested by Chief Medical Officer.
